Word by Word:

And if Allah (was) to hasten for the mankind the evil, (as) He hastens for them the good, surely, would have been decreed for them their term. But We leave those who (do) not expect the meeting with Us, in their transgression, wandering blindly.

Translations:

NOW IF GOD were to hasten for human beings the ill [which they deserve by their sinning] in the same manner as they [themselves] would hasten [the coming to them of what they consider to be] goad, their end would indeed come forthwith! But We leave them alone [for a while] -all those who do not believe that they are destined to meet Us: [We leave them alone] in their overweening arrogance, blindly stumbling to and fro.

If God were to hasten for men the ill (they have earned) as they would fain hasten on the good,- then would their respite be settled at once. But We leave those who rest not their hope on their meeting with Us, in their trespasses, wandering in distraction to and fro.

If Allah were to hasten on for men the ill (that they have earned) as they would hasten on the good, their respite would already have expired. But We suffer those who look not for the meeting with Us to wander blindly on in their contumacy.

And if Allah were to hasten for men the (consequences of) evil, as they would hasten on the good, their doom would certainly have been decreed for them. But We leave those alone, who have no hope of meeting with Us, in their inordinacy, blindly wandering on.

And if Allah was to hasten for the people the evil [they invoke] as He hastens for them the good, their term would have been ended for them. But We leave the ones who do not expect the meeting with Us, in their transgression, wandering blindly
